Overview
The Chesapeake Police Department leverages Flock Safety technology, including Automated License Plate Readers (ALPR), to gather objective evidence without sacrificing individual privacy. With the capability to conduct retroactive searches, the department can effectively solve crimes after they occur. Furthermore, real-time alerts for hotlist vehicles enhance our ability to apprehend wanted criminals. To uphold transparency and ensure responsible use, we have made our policies and usage statistics publicly accessible, reinforcing our commitment to community safety and trust.

Acceptable Use Policy
The data collected is exclusively for law enforcement purposes and is the property of the Chesapeake Police Department. It is never sold to third parties. Users who misuse or abuse the ALPR system, its software, associated databases, or the data may face sanctions, disciplinary action, and/or criminal charges when applicable.
Prohibited Uses
Immigration enforcement, traffic enforcement, harassment or intimidation, usage based solely on a protected class (i.e. race, sex, religion), Personal use.
Access Policy
The Chesapeake Police Department's policy 2.3.1 governs the strict access and use of the ALPR systems. The use of the ALPR system, software, associated databases, and data is restricted exclusively to the department's law enforcement and public safety-related functions. Information obtained from the ALPR, software, associated databases, and data shall not be used for personal reasons or reasons not consistent with these functions under any circumstances.
Hotlist Policy
The Chesapeake Police Department policy 2.3.1 states in part, "Mere receipt of an alarm /alert is not sufficient reasonable suspicion to conduct a traffic stop or probable cause to warrant an arrest." Hotlist hits are required to be human verified prior to action.
