Acceptable Use Policy
LPR data is used for law enforcement investigations only. Data is owned by the City of Elmira Police Department and is never sold to third parties. Police Supervisors and Investigators within the Detective Bureau have access to search LPR data. Officers assigned to Patrol have the ability to retrieve hotlist alerts.
Prohibited Uses
Immigration enforcement, traffic enforcement, harrassment or intimidation, usage based solely on a protected class (i.e. race, sex, religion), Personal use.
Access Policy
All Flock system access can be audited and requires a valid reason such as a case report number. This information is stored indefinitely
Hotlist Policy
Hotlist hits are required to be verified by an Elmira Police Officer or dispatcher from Chemung County E911 prior to enforcement action

Balsam Street Shooting Investigation
On March 15th 2025 at 01:35am, Elmira Police Officers were dispatched to Balsam St near Broadway St for reported gun shots. No individuals were known to have been injured or struck by gunfire. Notification of the shooting had been received by the Chemung County E-911 Communications Center via the Flock Raven acoustic gunshot detection system. While responding to the location, it was learned that an involved vehicle was fleeing the area at a high rate of speed. An Elmira Police Officer subsequently located the fleeing vehicle near Broadway St and South Ave and three people were taken into custody. Investigators with the Elmira Police Department Detective Bureau and the Gun Involved Violence Elimination (G.I.V.E.) Initiative Unit were summoned to the scene to assist. A defaced 9mm semi- automatic handgun and spent shell casings were recovered and an arrest has been made. Jaheim Brown, a 23-year-old Elmira resident has been charged with Criminal Possession of a Weapon in the Second Degree; loaded firearm, a class C felony, and Criminal Possession of a Weapon in the Third Degree; defaced firearm, a class D felony. Jaheim Brown remains in the custody of the Elmira Police Department pending formal arraignment in Elmira City Court. The Elmira Police Department would like to thank the Chemung County E-911 Communications Center, the Chemung County Sheriffs Office, and the New York State Police for their assistance in this investigation.
