Overview
Louisville CO PD uses automatic license plate readers to capture objective evidence without compromising on individual privacy. Louisville CO PD utilizes retroactive searches to solve crimes after they have occurred. Additionally, Louisville CO PD utilizes real time alerting of hotlist vehicles to capture wanted criminals and to recover stolen vehicles. In an effort to ensure proper usage and guardrails are in place, the Louisville CO PD have made the below policies and usage statistics available to the public.

Acceptable Use Policy
Data is used for law enforcement purposes only. Data is owned by the Louisville Police Department and is never sold to 3rd parties.
Prohibited Uses
Immigration enforcement, speed enforcement, red light enforcement, usage based solely on a protected class (i.e. race, gender, religion), personal use.
Access Policy
System search access shall only be conducted in relation to criminal investigations or a criminal nexus. A case number or reason for the search are required to conduct a search and is limited to authorized law enforcement personnel.
System Access History
Flock data is only retained for 30 days. However, an audit trail of the users who accessed the system is stored indefinitely.
Hotlist Policy
Hotlist hits (i.e., stolen vehicles, wanted vehicles, missing persons, etc.) that are entered into the CCIC/NCIC, NCMEC/Amber Alert systems will provide an alert notification. Based on policy all scanned license plates are required to be verified by law enforcement personnel prior to action.
Non-Law Enforcement Access to ALPR Data
The use of the ALPR system to locate a plate can only be accessed by a law enforcement agency in conjunction to a criminal investigation or criminal nexus and cannot be used to respond to record requests by the public. However, if information from within the ALPR system was used as evidence in an investigation, those requests would be reviewed under the Colorado Criminal Justice Records Act to determine whether such records should be released.
