Overview
Odessa TX PD uses Flock Safety technology to capture objective evidence to make our community safer while respecting the privacy of our citizens as best as possible. Odessa TX PD utilizes retroactive search to solve crimes after they've occurred. Additionally, Odessa TX PD utilizes real time alerting of hotlist vehicles to locate wanted individuals, stolen property, and vehicles, as well as locate and safely return missing and vulnerable persons and children. In an effort to ensure proper usage and guardrails are in place, they have made the below policies and usage statistics available to the public. Odessa PD maintains department policies and procedures regarding the use of Law Enforcement data systems, and violation of these can result in disciplinary action. Acceptable Use Policy
Data is used for law enforcement purposes only. Data is owned by Odessa TX PD and is never sold to 3rd parties.
Prohibited Uses
Immigration enforcement, traffic enforcement (speeding/ red light cameras), harassment or intimidation, usage based solely on a protected class (i.e. race, sex, religion), Personal use. Other uses restricted by department policy.
Access Policy
All system access requires a valid use reason and is monitored by department personnel.
Hotlist Policy
Hotlist hits include wanted persons, stolen vehicle, etc. Hotlist hits are required to be verified by Law Enforcement Personnel prior to action.
In Texas, license plates are not subject to Open Records Requests.
Community Use
Flock Safety license plate reader technology is available to the public including businesses, HOAs, apartments, and other organizations as well as Law Enforcement agencies.
